Today, April 30, 2026, the Ontario Immigrant Nominee Program issued 997 invitations to apply for permanent residency using two Employer Job Offer streams aimed at applicants with valid job offers within the Greater Toronto Area.
The draw involved applications submitted under the Foreign Worker stream and the International Student stream only.
Unlike the recent regional draws on April 23 that included the In-Demand Skills stream in four other regions outside the GTA, the current draw is limited to two streams, focusing solely on Canada’s most populous urban center.
Applicants must be currently living in Canada holding either a valid work permit or study permit and receiving a job offer within the GTA, including the Census Divisions of Durham, Halton, Peel, Toronto, and York.
A minimum Expression of Interest score of 57 was required for the Foreign Worker stream, while an 81 score was necessary for the International Student stream.
Both scores are significantly lower compared to those in the regional draw conducted on April 23 when the Foreign Worker scores ranged between 60 to 63 in Eastern, Northern, Southwestern, and Central Ontario.

No In-Demand Skills Stream in This Draw
However, unlike the April 23 region-specific draws and the April 15 In-Demand Skills draw, the April 27 draw in the GTA did not incorporate the In-Demand Skills stream.
Thus, applicants with job offers from TEER 4 and TEER 5 occupation categories like shippers, home support workers, machine operators, and laborers were ineligible to participate in today’s draw from the GTA pool.
The most recent draw that invited candidates in In-Demand Skills occupations to apply came on March 25, 2026.
Key Eligibility Conditions
All candidates invited in today’s Ontario PNP draw must meet the following requirements:
- Must currently reside in Canada with a valid work or study permit
- Must have a job offer from an employer located in the GTA (Durham, Halton, Peel, Toronto, or York)
- Must have an active Expression of Interest profile created and attested to by April 28, 2026, at 11:59 p.m.
- Must meet all eligibility requirements specific to the Foreign Worker or International Student stream
- The employer must be registered through the OINP Employer Portal and the job offer must meet all stream requirements
- The job offer must be in one of the eligible NOC codes listed for the relevant stream
What Candidates Should Do Next
Candidates who received an invitation today must act immediately because the application deadlines are firm and cannot be extended.
- Review the Employer Job Offer stream page on the Ontario government website to confirm you meet all eligibility requirements and have all mandatory documents
- Your employer must review the employer guide and submit their application within 14 calendar days of the invitation date
- Log in to the OINP e-Filing Portal and click the newly created file number with the prefix JOXX
- You must submit your complete application and payment within 17 calendar days from the date the invitation was issued
- Do not confuse the new application file number with the original EOI file number, as the EOI profile will appear greyed out in the portal once the invitation has been issued
- Contact your employer immediately to coordinate the dual-track submission process
Why This Draw Matters
The GTA labor market represents the most competitive labor force in Ontario, whereby applicants offered jobs in Toronto and nearby municipalities have generally required higher minimum scores in draws compared to other candidates from the regions.
The current cutoff mark of 57 for Foreign Workers is one of the lowest cuts ever seen in 2026 when compared with previous draws specific to GTA immigrants. This demonstrates that Ontario aims at clearing its GTA immigration backlog prior to implementing new rules on May 30, 2026.
Senior Managers, Healthcare workers, Information Technology workers, and Construction managers illustrate how Ontario continues to attract employees through its employer-sponsored programs to fill up critical vacant positions.
As for the Express Entry CRS cut-off mark that stands still at 514 during the most recent Canadian Experience Class draw on April 28, OINP Employer Job Offer streams stand among the easiest programs for obtaining permanent residence status for candidates employed in the GTA without CRS scores.
April 2026 OINP Cumulative Activity
The latest 997 invites have pushed the April 2026 invitation tally by OINP beyond 8,000, setting a new record for the highest number of invitations extended within one single month in the history of the program.
So far, Ontario has issued draws on April 1, April 8, April 15, April 22, April 23, and April 30 of this year targeting the mining stream, healthcare and regional development, in-demand skills, masters and PhD graduate streams, employer job offer stream across four regions, and GTA, respectively.
This shows how hard Ontario is trying to make the best use of its allocation of 14,119 nominations for this year before the complete redesign of the program, which will end all nine current selection categories starting from May 30, 2026.
GTA Score Comparison Across April 2026 Draws
The following table shows the current score thresholds for the GTA category compare to the regional scores drawn on April 23.
| Region / Date | Foreign Worker Stream Score | International Student Score | In Demand Skills Score |
| GTA (Apr 30) | 57 | 81 | Not included |
| Eastern (Apr 23) | 63 | 87 | 34 |
| Northern (Apr 23) | 60 | 87 | 35 |
| Southwestern (Apr 23) | 60 | 84 | 34 |
| Central excl. GTA (Apr 23) | 60 | 85 | 34 |
The GTA foreign worker cutoff of 57 is below each regional foreign worker threshold of between 60 and 63 drawn on April 23.
The international student cutoff of 81 is similarly below each regional international student threshold of between 84 and 87 drawn on April 23.
Key Takeaways
- Ontario issued 997 invitations on April 30, 2026, under the Employer Job Offer Foreign Worker and International Student streams for the Greater Toronto Area
- The Foreign Worker stream required a minimum EOI score of 57
- The International Student stream required a minimum EOI score of 81
- The In-Demand Skills stream was not included in this draw
- The GTA includes the Census Divisions of Durham, Halton, Peel, Toronto, and York
- Eligible profiles must have been created and attested to by April 28, 2026, at 11:59 p.m.
- Employers must submit their application within 14 calendar days and candidates within 17 calendar days
- Both GTA score cutoffs are lower than the regional thresholds from the April 23 draws
- April 2026 has now produced well over 8,000 OINP invitations, making it the busiest month in OINP history
It is vital that the employer deadline of 14 days and the candidate deadline of 17 days not be postponed under any circumstances.
The candidates should communicate with their employers as soon as possible so that both parties will be aware of the timelines involved and have all required documents available to submit via the OINP e-Filing portal.
Since the OINP program redesign will remove all nine existing categories from consideration on May 30, 2026, the current draw might be the last chance to get nominated via the Employer Job Offer Foreign Worker and International Student categories for the GTA region.
Those in the pool of candidates who submitted their expressions of interest should stay active and check the OINP Program Updates page every day since Ontario may announce a draw unexpectedly.
