Quebeckers will cease to access Quebec Selection Certificate (CSQ) to sponsor some of their family members in terms of securing permanent residence.
With this order becoming effective immediately, no undertaking application will be accepted in the province of Quebec to sponsor spouses, common-law, conjugal partners or dependent children aged 18 years and over.
All applications made shall be sent back and the application fees refunded.
This moratorium will continue to last until 25 of June, 2026.
Underlying applications to sponsor dependent children under 18 years are not affected, as is applications to sponsor dependent children on account of disability above 18 years.
No more applications will be received as the government has already met the cap on applications.
The Quebec government set a limit of 13 000 applications of undertaking to family sponsorship of the period between June 26, 2024, and June 25, 2026:
10,400 to spouses, common-law partners, and dependant children 18 years or more.
2,600 to the relatives such as parents and grandparents.
The limit of spouses, or adult dependency children has reached, 9 July, 2025.
Applications for undertakings by parents, grandparents and other relatives are still open by the government since that cap is not realized yet.
This cap does not avert the inclusion of dependents on the old applications.
Residents of Quebec must undertake a different procedure that its inhabitants in other parts of Canada to sponsor family members, and this requires signing a Quebec undertaking and receiving approval by the immigration ministry of Quebec so that they can attain a Quebec Selection Certificate which is known as the CSQ.
