Ontario OINP Draw on April 23 Issues 2,102 PR Invitations

The Ontario Immigrant Nominee Program (OINP) sent out a total of 2,102 invitations to apply for provincial nomination via four different region-based draws on April 23, 2026.

 

The four draws took place under three specific categories: the Foreign Workers category, the International Students category, and the In-Demand Skills category.

 

Applicants are required to live in Canada with either a work permit or a study permit, as well as having employment opportunities in the target region.

 

A total of 797 invitations were sent out to Southwestern Ontario, while 539 were given to Eastern Ontario. There were 463 invitations for Central Ontario but excluding the GTA, while Northern Ontario got 303 invitations.

 

This series of draws is part of the intense efforts taken by the OINP in April 2026, which has already generated more than 7,000 invitations in a single month.

The In-Demand Skills stream had the highest number of invitations, i.e., 719, mainly because of the 430 invitations in the region of Southwestern Ontario through this stream.

 

Following this stream, the Foreign Worker stream had 697 invitations, whereas the International Student stream had 686 invitations.

Eastern Ontario: 539 Invitations

On April 23, 2026, Ontario offered 539 invitations for applications to applicants who may have eligibility in the Employer Job Offer – Foreign Worker, International Student, or In-Demand Skills category with an employment opportunity in Eastern Ontario.

On April 23, 2026, Ontario issued 463 invitations to apply to candidates who may qualify under the Employer Job Offer Foreign Worker, International Student, or In-Demand Skills streams with a job offer in Central Ontario (excluding GTA).

 

Central Ontario (excluding GTA) includes the following Census Divisions: Dufferin, Grey, Simcoe, Waterloo, and Wellington.

  • Foreign Worker stream: 128 invitations (minimum score: 60)
  • International Student stream: 173 invitations (minimum score: 85)
  • In-Demand Skills stream: 162 invitations (minimum score: 34)

 

Foreign Worker Stream (Minimum Score: 60)

 

Candidates with an Expression of Interest score of 60 and above received an invitation under the Foreign Worker stream. The following NOC codes were eligible:

  • NOC 94132 – Industrial sewing machine operators
  • NOC 94201 – Electronics assemblers, fabricators, inspectors and testers
  • NOC 94211 – Assemblers and inspectors of other wood products

Key Eligibility Conditions

 

All candidates invited in these Ontario immigration draws must meet the following requirements:

  • Must currently reside in Canada with a valid work or study permit
  • Must have a job offer from an employer in the targeted region for one of the eligible NOC codes listed in the draw
  • Must have an active Expression of Interest profile created and attested to by April 21, 2026, at 11:59 p.m.
  • Must meet all eligibility requirements specific to the Foreign Worker, International Student, or In-Demand Skills stream
  • The employer must be registered through the OINP Employer Portal and the job offer must meet all stream requirements

What Candidates Should Do Next

Invitations that were sent out in all four regions must be responded to right away since there will be no extensions allowed when it comes to the deadlines for submission.

  • Review the Employer Job Offer stream page on the Ontario government website to confirm you meet all eligibility requirements and have all mandatory documents
  • Your employer must review the employer guide and submit their application within 14 calendar days of the invitation date
  • Log in to the OINP e-Filing Portal and click the newly created file number with the prefix JOXX
  • You must submit your complete application and payment within 17 calendar days from the date the invitation was issued
  • Do not confuse the new application file number with the original EOI file number, as the EOI profile will appear greyed out in the portal once the invitation has been issued
  • Contact your employer immediately upon receiving the invitation to ensure both parties meet the deadlines

This is because these four regional draws are meant to mirror Ontario’s immigration policy in regard to the distribution of such activities throughout the province rather than having them concentrated in the GTA.

 

Regional Economic Development through Immigration and these targeted regional draws serve to compensate for labour shortages in rural areas, in which employers have the most trouble recruiting skilled immigrants.

 

A total of 797 invitations went to Southwestern Ontario, including 430 in the In-Demand Skills category.

 

This highlights the significant presence of manufacturing, processing, and industrial employment throughout the area, including cities like Hamilton, Niagara, Essex, and Chatham-Kent.

 

It is clear that the minimum cutoff scores for the In-Demand Skills stream in all four regions are among the very lowest possible, falling between 34 and 35, indicating that Ontario is targeting a large number of essential workers in fields like home support workers, shippers, and machine operators.

 

At this time, the CRS minimum scores for the Canadian Experience Class through Express Entry have reached 515, while the OINP Employer Job Offer Streams remain a viable alternative for candidates outside the reach of the federal government.

 

April 2026 OINP Cumulative Activity

The 2,102 invitations sent on April 23 add up to well over 7,000 invitations issued by the Ontario Immigrant Nominee Program in April 2026.

 

Ontario has already held rounds of invitations on April 1st for the mining category, April 8th for healthcare and regional development categories, April 15th through the In-Demand Skills category, April 22nd for the Masters and PhD Graduate categories, and now on April 23rd for the four regions within the Employer Job Offer draw.

 

Such activity is among the busiest ever for OINP in the month of April, as Ontario is trying to use its 14,119 nomination allocations before the expected program redesign in May 30, 2026.

The employer deadline of 14 days and the candidate deadline of 17 days are by far the most important stages of the entire process and cannot be delayed under any circumstances.

 

It is imperative that the candidates communicate with their respective employers without any further ado so that both the parties are aware of the timelines and all mandatory paperwork can be made available to submit via the OINP e-Filing portal.

 

Considering that the OINP will revoke nine of its selection criteria from May 30, 2026, it is likely that the streams of the existing employer job offers program will undergo some changes too.
