IRCC sent out 2,000 Invitations to Apply for permanent residency under its latest Express Entry Draw for the Canadian Experience Class on July 21, 2026.
The Comprehensive Ranking System cutoff for the latest draw was 516, which is one point less than the 517 mark set by the previous July 7 CEC draw.
This is the sixth Express Entry draw for the month of July 2026 and the second CEC draw this month, making for a total of 10,545 invitations sent out so far.
The draw came just a day after the July 20 PNP draw, where 511 invitations were sent out against a CRS cutoff score of 744, thus suggesting a back-to-back sequence.
A back-to-back pattern of consecutive days’ draws suggests that IRCC may be now back to a biweekly draw schedule after trying the single monthly cluster approach in June 2026.

How the Tie-Breaking Rule Applied
In the event of more than one applicant tying for the lowest CRS score, IRCC makes use of the tie-breaker mechanism.
For the current draw of the CEC program, the tie-breaking time stamp was May 26, 2026, at 17:33:03 UTC.
The applicants who got a score of 516 had to submit their Express Entry profiles before this date and time to be eligible for receiving the invitation letter.
Those applicants who applied after the tie-breaking time stamp and scored 516 did not get an invitation letter for this round despite scoring the CRS threshold.
Why the CRS Cutoff Dropped One Point to 516
The CRS cutoff required in this draw of CEC is 516, one point less compared to the 517 cut-off required in the last CEC draw on July 7.
This shows that IRCC offered the same number of invitations in both draws, which were 2,000, hence the shift in the cut-off requirement due to a difference in the candidate pool.
This means that since IRCC invited 2,000 candidates in both CEC draws in July, a fall in cut-off by one point from 517 to 516 is a result of a difference in the pool.
When more candidates join the pool than the cut-off, IRCC can offer the same number of invitations but go a little deeper in the rankings.
This is how pool dynamics happen; a larger gap between two draws leads to many profiles joining the pool hence moving the floor downward even at the same number of ITAs.
A decrease of one point, however, suggests that IRCC managed to draw from further down the list on the CEC rankings compared to July 7, having issued the same number of invitations.
In the case where IRCC had issued less than 2,000 invites, the cut-off score would probably have stayed at or even been higher than 517.
On the other hand, if IRCC had issued 3,000 or 4,000 invitations, the cut-off score would have possibly come lower still to between 510 and 512.
CEC CRS Cutoff Trend in 2026
CEC CRS cutoff has been varying in a tight range throughout the year 2026 due to the number of invitations that IRCC releases in each draw.
Year 2026 began with a 511 CEC cut-off in January as a result of 8,000 invitations that IRCC gave out in the first draw.
IRCC continued issuing lower invitations in each CEC draw during February until April when the CRS cut-off increased to 514. This was followed by further increase in May to reach 518.
A temporary drop occurred in June with 4,000 invitations leading to a 516 CRS cut-off but IRCC managed to reduce invitations to 2,000 in July 7 CEC draw to reach 517 CRS cut-off.
Presently the 516 cut-off has been reached with 2,000 invitations that IRCC has issued, becoming the lowest cut-off since June.
For applicants whose CRS score ranges from 510 to 520, this is good news but it continues to be affected by the number of invitations that IRCC will issue in each round.

The same number of invitations issued in both draws – 2,000 – simplifies the comparison greatly.
Who the Canadian Experience Class Targets
Canadian Experience Class is among the three federal immigration programs offered through the Express Entry system.
Candidates for the CEC program are those with at least one year of skilled work experience obtained in Canada within the three years prior to their application.
Candidates selected for this program should have been working in the NOC TEER 0, 1, 2, or 3, which include management, professional, technical, and skilled trade occupations respectively.
CEC draws result in lower CRS cut-offs compared to other rounds like PNP since candidates are only competing among themselves.
This program continues to remain one of the easiest options for foreign nationals already working in Canada to become permanent residents.
International graduates who got a post-graduation work permit and then shifted to skilled jobs are among the major beneficiaries of this program.
Biweekly Draw Pattern Reappears In July 2026
This July 21 CEC draw gives clear indications of how IRCC may be reverting back to a bi-weekly draw schedule after using a single cluster system for the month of June.
The first cluster in July took place between July 6 and July 9 and was made up of draws in PNP, CEC and French language which saw the issuance of 7,534 invitations in all.
The second cluster started with a PNP draw on July 20 followed by the current CEC draw on July 21.
IRCC managed to go for 21 days straight without a single draw in June 2026 but went on to give four draws in four days between June 22 and June 25.
Unlike June 2026 where there were no clusters, the month of July is marked with two clusters which are separated by approximately 11 days while still maintaining the same pattern.
There may be a French language proficiency or occupational based draw later this week to conclude the second cluster similar to what happened on July 9 when the first cluster came to an end with a French draw.
If this trend continues until August and September, candidates will be able to plan for predictable draws throughout the remainder of 2026.
This is certainly an important change for candidates who have been trying to deal with the uncertainty of the single monthly burst method.
CEC applicants who have scores ranging from 510 to 520 are the most competitive applicants in the pool of Express Entry.
The minimum CRS score remains stable at between 511 and 517 for all the CEC draws of 2026, making even slight increases in the candidate’s score count toward being invited or missing the opportunity.
Applicants who have scores of 516 or above who applied for their profile before the tie-breaking timestamp are in, whereas applicants with scores of 515 or below are not.
Better performance in language tests would allow the candidate to achieve an increase in his or her CRS score and, potentially, gain more skill transferability points depending on the full candidate’s profile.
A provincial nomination is, by far, the only most effective way out for a candidate that does not make it above the CEC cut-off as it gives 600 extra points not competing through the CRS.
It is also wise to examine if the candidate meets the requirements for the draws within some specific categories such as health care, trades, French language or STEM.

CEC candidates who received 516 or more points and who applied before the tie-breaking cut-off time are advised to log in to their IRCC accounts to receive an invitation.
Those candidates who just missed the cut-off points are advised to take the IELTS, CELPIP, or TEF again to increase their CRS scores before the next CEC draw.
Investigating provincial nominee programs in provinces like Ontario, British Columbia, Alberta, Saskatchewan, and Manitoba can be another avenue for permanent residency.
Candidates who have done well in their French language test need to prepare themselves for the upcoming French language draw.
It is very important to maintain one’s Express Entry profile up-to-date with current work experience, education qualification, and language test results.
The draw held on July 21 at CEC means that IRCC is operating on a biweekly cadence, drawing two full draw clusters every month during the second half of 2026.
At 2,000 invitations at CRS score 516, this draw provided an entry into Canada that was slightly easier compared to the one held on July 7 at CRS score 517.
In July 2026, Canada issued over 10,000 Invitations to Apply from Express Entry in six draws; it is the best monthly performance recorded since the first quarter of the year.
