Ontario and Manitoba issue invitations under Provincial Nominee Programs

Introduction of Ontario and Manitoba issue invitations

This week, candidates have received invitations to apply through the Provincial Nomination Programs (PNPs) of Ontario and Manitoba.

Provincial nomination can serve as the initial step toward obtaining permanent residence from Immigration, Refugees and Citizenship Canada, despite the fact that it is not the same as one in and of itself (IRCC).

With the exception of Quebec and Nunavut, the majority of Canadian provinces and territories run their own provincial nomination programs. Interested candidates may receive invitations from these programs to submit an application for a provincial nomination. The immigration policies of Quebec are different from those of Canada and are handled by the province.

Each year, 105,000 PR admissions are handled by the PNP. The annual number of PNP admissions started in 1998 and has been gradually rising ever since. The federal and provincial governments view it as a useful tool for fostering economic growth outside of urban areas.

Ontario

On December 21, Ontario sent 725 letters of interest to applicants for the Ontario Immigrant Nominee Program’s Master’s Graduate stream (OINP).

To be eligible for this stream, candidates must meet a baseline of eligibility criteria such as the following:

  • Must have a master’s degree from an eligible university in Ontario.
  • Language requirement: Canadian Language Benchmark(CLB) level 7 or higher (English or French).
  • Must have legally lived in Ontario for at least one year in the past two years.

The majority of immigrants arrive in Canada’s most populated province, Ontario, each year. Additionally, it offers the most invites to apply of any PNP in Canada. Ontario was able to extend invites to 9,750 applicants for 2022. On December 22, the province said that it had invited the maximum number of applicants permitted for the year.

The invitations represent a significant milestone for candidates in the Express Entry pool who received a provincial nomination, as it provides them with a major boost in their CRS (Comprehensive Ranking System) score, effectively increasing their chances of receiving an invitation to apply for permanent residency. These invitations also demonstrate the PNPs’ dedication to addressing specific regional labor market needs and ensuring a more equitable distribution of skilled workers across the country.

According to the province, under the program’s 2023 nomination allocation, new applications as well as those that have already been submitted to the OINP will still be accepted and taken into consideration.

Manitoba

On December 29, Manitoba sent invitations to 16 applicants as a result of exceptional immigration measures that Immigration, Refugees and Citizenship Canada (IRCC) had put in place in response to the situation in Ukraine.

Candidates who meet the following requirements will be nominated for the Manitoba Provincial Nominee Program (MPNP):

  • are a citizen of Ukraine;
  • have a minimum of CLB 4 in each language band;
  • have established connection to Manitoba (close relative, family-like, community, previous employment or studies in Manitoba);
  • have a valid language test; and
  • score at least 60 points according to MPNP assessment criteria.
