3 New Ontario-OINP Draws Invite 2,643 for Permanent Residency

On September 2, 2025, the Ontario Immigrant Nominee Program (OINP) was in the news when it issued 2,643 invitations to permanent residency with three OINP draws.

This is the largest number of invitations to permanent residence given by OINP on a single day in 2025.

The occupations targeted by the draws (which are listed in the later section of this article) are aimed at strengthening the Ontario workforce, as well as in promoting economic development.

Here in this detailed article, we are going to explore the specifics of such draws, their intended professions, and how they are applied.

Full Details of the Ontario-OINP Draws | September 2

The three streams of the September 2, 2025, draws fall under the Employer Job Offer category: the Foreign Worker Stream, the International Student Stream, and the In-Demand Skills Stream.

Together, these streams presented invitations to 2,643 candidates with the qualified and employment opportunities required to meet the labor market requirements in Ontario.

The following is the breakdown of the draws:

  1. Employer Job Offer: Foreign Worker Stream
    • Number of Invitations: 1,305
    • Date Profiles Created: July 2, 2025 – September 2, 2025
    • Score Range: 41 and above
    • Notes: Targeted at candidates with job offers in nine priority healthcare occupations or as early childhood educators and assistants (NOC 42202).
  2. Employer Job Offer: International Student Stream
    • Number of Invitations: 1,105
    • Date Profiles Created: July 2, 2025 – September 2, 2025
    • Score Range: 58 and above
    • Notes: Targeted at international students with job offers in the same nine healthcare occupations or as early childhood educators and assistants (NOC 42202).
  3. Employer Job Offer: In-Demand Skills Stream

    • Notes: Targeted at candidates with job offers in home support workers, housekeepers, and related occupations (NOC 44101).

Such draws were planned in a way that gives preference to those candidates already in Canada so that they can easily be integrated into the workforce.

The OINP targets short-term labor shortages in high-need areas (especially healthcare and early childhood education) by targeting particular National Occupational Classification (NOC) codes.

Full List Of Targeted Occupations: Addressing Critical Needs

OINP is specifically targeted towards nine healthcare occupations and early childhood educators as the provincial demand in the occupation is pressing.

The chosen codes of NOC are:

NOC 31100 – Specialists of Clinical and Laboratory Medicine: These are professionals (pathologists and radiologists), who are the key to the diagnostic and treatment services.

NOC 31101 – Specialists in Surgery: Surgeons are useful in solving complicated health cases, including orthopedic surgeries, cardiovascular surgeries, and so on.

NOC 31102 – General Practitioners and Family Physicians: These are the primary care physicians who provide services in communities all over Ontario.

NOC 31300 – Nursing Coordinators and Supervisors: These professionals manage nursing employees, and in this way, they will make sure that the healthcare is provided efficiently.

NOC 31301 – Registered Nurses and Registered Psychiatric Nurses: RNs and RPNs provide direct patient care, a cornerstone of Ontario’s healthcare system.

NOC 31302 – Nurse Practitioners: NPs provide advanced care and in underserved communities may become primary care providers.

NOC 31303 – Physician Assistants, Midwives, and Allied Health Professionals: These roles support physicians and provide specialized care, such as midwifery services.

NOC 32101 – Licensed Practical Nurses: LPNs provide necessary nursing support under to the direction of RNs and doctors.

NOC 33102 – Nurse Aides, Orderlies, and Patient Service Associates: these employees are in critical service in hospitals and long-term care.

NOC 42202 – Early Childhood Educators and Assistants: ECEs and assistants foster the development of young children to meet an increasing need within the Ontario education sector.

The In-Demand Skills Stream also focused on NOC 44101 – Home Support Workers, Housekeepers and Related Occupations that comprise the jobs related to the elderly and people with disabilities.

By targeting these jobs, the OINP is not only filling the short-term jobs in the labor market, but also keeping the targeted candidates in a good position to join the Ontario healthcare and education framework.

These strategic pulls are also indicative of a larger provincial plan to focus on industries that have overstretched due to population rise, the aging of populations, and recovery requirements following the pandemic.

The Application Process: What Candidates Need to Know

Applicants, invited to apply (ITA), on September 2, 2025 will need to move quickly to take advantage of this opportunity.

The OINP has simplified the application process and a major change has been made on July 2, 2025, all the job offer approvals are to be presented via the Employer Portal.

This transformation brings about increased efficiency and transparency in the process of application.

Here’s a step-by-step guide for candidates and employers:

Notification of Invitation:

The OINP notifies candidates and their employers through email when their Expression of Interest (EOI) has been shortlisted from the OINP pool.

The EOI system prioritizes the candidates according to the factors like their job offer, work experience and fit with the labor market needs of Ontario.

Employer Responsibilities:

The employer must apply to have the employment position approved via the Employer Portal within 14 calendar days of the invitation date (by September 16, 2025).

The employment opportunity must correspond to a desired NOC code and must fit the requirements of the OINP regarding the stream in question.

Candidate Responsibilities:

Applicants must log in to the OINP e-Filing Portal and find their new application file number (which is prefixed with JOXX in contrast to the EOI file number).

They must do so not later than 17 calendar days of the day of invitation (before September 19, 2025).

Candidates are required to go through the document checklist of their respective stream to confirm the presence of all the required documents.

Stream-Specific Requirements:

The candidates are required to ensure that they fit the requirements of the stream they were invited to (Foreign Worker, International Student, or In-Demand Skills).

In the case of the Foreign Worker and International Student streams, the required minimum score is 41 and 58, respectively, and a job offer in one of the targeted codes of NOC.

In the case of In-Demand Skills Stream, the required minimum score is 33 and employment opportunity in NOC 44101.

Additional Resources:

The relevant information to follow the steps can be found in the OINP Employer Portal user guide and the program update of June 12, 2025.

OINP site is the source of all information about stream requirements, document checklists, and application procedures.

The inability to meet these deadlines or deliver the necessary documentation can lead to rejection of the application, so both candidates and employers should take action and be as accurate as possible.

On September 2, 2025, the Ontario Immigrant Nominee Program issued 2,643 invitations that can be seen as a turning point in the immigration history of Canada.

Through its approach of reaching healthcare providers and early childhood educators, the OINP is addressing serious labour deficits and providing skilled immigrants with a route to permanent residency.

It requires applicants and employers to be quick in meeting the requirements and deadlines of their applications, taking advantage of the simplified process through the Employer Portal.

With Ontario still focusing on high-demand jobs, these attractives show that Ontario is determined to have a stronger, more resilient economy.

In the case of invited candidates, it is an opportunity to build a future with Ontario and establish a foothold in one of the most diverse provinces in Canada.
