IRCC will be accepting the maximum of 10,000 complete applications in the Parents and Grandparents Program (PGP) which will begin on July 28, 2025.
It is going to issue 17,860 invitations to apply out of 2020 Interest to the Sponsor pool in a span of two weeks.
The program is a much awaited program in which the citizens and permanent residents of Canada can sponsor parents and grandparents as permanent residents of Canada.
There are not many spots available and the practice is quite competitive, this is everything you need to know to prepare so that you can maximize your chances at being successful in 2025.
Who Can Sponsor Their Parents and Grandparents For Canada’s Permanent Residency?
In order to sponsor your biological or adopted parents or grandparents under the 2025 PGP, you should fit the strict eligibility criteria established by IRCC.
Here’s what you need to qualify:
Invitation to Apply: You should be issued with an Invitation to Apply (ITA) by IRCC selected through the pool of the Interest to Sponsor forms that were filled in 2020.
Age Requirement: You must be at least 18 years old.
Canadian Residency: When you apply and until a decision is rendered, you have to be the resident at your major address in Canada.
Legal Status: You are to be a Canadian citizen or a permanent citizen or one who is registered in Canada as an Indian under the Canadian Indian Act.
Financial Capability: You have to demonstrate that you have sufficient income to take care of the sponsored persons. This will need you to prove the income you generated over the past three years before you make the application (2022, 2023 and 2024). Income can be merged by a spouse or a common-law partner co-signing the application where necessary.
Sponsorship Agreement: You have to covenant an undertaking in terms of which you have to support your parents or grandparents financially over a certain number of years.
Compliance with Laws: You have to fulfill every criteria under the Immigration and Refugee Protection Act and the Immigration and Refugee Protection Regulation.
Who Cannot Sponsor Their Parents and Grandparents?
You may be ineligible to sponsor if you:
Are in jail, prison, or penitentiary.
Have unpaid immigration loans, performance bonds, or court-ordered family support payments (e.g., alimony or child support).
Failed to provide financial support for someone you previously sponsored.
Declared bankruptcy and are not discharged.
Receive social assistance for reasons other than a disability.
Were convicted of a violent criminal offence, an offence against a relative, or a sexual offence (inside or outside Canada).
Are under a Removal Order and cannot legally stay in Canada.
2025 Canada Parents and Grandparents Sponsorship income requirement
To sponsor, you must meet the Minimum Necessary Income (MNI) for the three tax years before applying (2022, 2023, and 2024), based on your family size, including the people you’re sponsoring.
The MNI table is as follows:
Family Size

Proving Your Income
To show that you satisfy the MNI, you have to submit the Notices of Assessment (NOAs) of the Canada Revenue Agency (CRA) of 2022, 2023, and 2024. There are two ways:
Authorize CRA Access:
On the Financial Evaluation for Parents and Grandparents Sponsorship (IMM 5768) form, under question 8 (“Sponsor Statement of Consent”):
Check “Yes.”
Provide your Social Insurance Number (SIN), signature, and date.
This allows IRCC to retrieve your tax information directly from CRA.
Submit Paper Copies:
Complete the Income Sources for the Sponsorship of Parents and Grandparents (IMM 5748) form.
Include paper copies of your NOAs with your application. If you don’t have them, access them via CRA’s My Account online portal.
How the 2025 PGP Application Process Works
As of July 28, 2025, IRCC will issue Invitations to Apply (ITA) to those who followed the requirement of providing Interest to Sponsor documents in 2020 (and are still remaining in the pool).
As there are many people already who have put forward the submissions, IRCC is not planning to release a new Interest to Sponsor form this year since it wants to keep things fair in terms of 2020 pool.
Here’s how to navigate the process:
Monitor Your Email: Look at the email account you used during 2020, both junk and spam folders, to find out your ITA. Failure to do this might be the end of your application.
Submit Applications Online: Sponsors who have been invited have the opportunity to apply via the Permanent residence portal or use the Representative permanent residence portal in case they are using an immigration representative. Do not send incomplete documents since they are likely to be rejected.
Act Quickly: With only 10,000 spots, the process is competitive. Prepare documents like proof of income, relationship evidence, and identification in advance.
In the event you are not invited in 2025, you may want to think of using the Super Visa instead. Parents and grandparents can visit Canada up to 5 years in every visit and they can extend the second stay to a maximum of 2 years in Canada without leaving the country since they have this multiple-entry visa and can stay up to 10 years.
Unlike the PGP, the Super Visa has no yearly limit, and, this way, it is faster and accessible to most families.
Private insurance in the form of Canadian health insurance will be required together with evidence that the sponsor satisfies the Minimum Necessary Income (MNI) requirement.
The 2025 Parents and Grandparents Program with the inception in July 28,2025 provides an opportunity to 10,000 families with a possibility to invite relatives to Canada.
Ensure that you are qualified, prepare the documents and keep checking the email as you may receive ITA. Otherwise, consider the Super Visa.
Move now to realize the Canadian dream of your family in case you can!
