When a person has been forced out of Canada by the authorities, when they are trying to re-enter into Canada, they must have an “Authorization to Return permit” or also known as an “ARC”. An ARC allows someone to enter Canada if they were previously removed. An ARC is also only issued under very certain circumstances.
