Canada’s IRCC issued 1,000 invitations to apply for permanent residence via the new Express Entry draw on August 18, 2026, for the Canadian Experience Class.
The Comprehensive Ranking System cut-off score for the lowest-ranked applicant who received an invitation was 523 points, representing a significant jump of 7 points compared to the 516 points recorded in the last CEC draw held on August 5.
This is the smallest Canadian Experience Class draw of 2026 and the highest CEC cut-off score recorded so far this year, marking the end of the steady period from April with a cut-off score in the range of 514 to 518.
The draw came one day after the PNP draw held on August 17, where 442 invitations were issued at a CRS of 760 in the second draw cluster of the month.

Individuals who received scores of 523 would only receive invitations if they created their Express Entry profiles before 22:09:00 UTC on August 17, 2026.
Individuals whose CRS scores were higher than 523 would receive invitations regardless of when they submitted their profiles.
August 17 for tie breaking is less than 12 hours from the time of the draw, thus indicating an extremely small pool of candidates at 523 CRS score.
Invited individuals would now have precisely 60 days to submit a full application for permanent residence to IRCC.
Why the CRS Cutoff Jumped to 523
The CRS cut-off point was consistent in the 514 to 518 range in all Canadian Experience Class draws from April 2026, irrespective of whether IRCC invited 2,000, 3,000, or 4,000 candidates in each draw.
The 18th August draw saw a complete departure from this trend by slashing the number of invitations issued to 1,000 despite an increase in the number of candidates eligible for the draw.
By reducing the number of invites issued by 67% in a single draw, only the top-ranked candidates in the Express Entry pool can be invited in such a draw, hence raising the cut-off point very sharply.
In the draw of 5th August, a total of 3,000 invitations were issued at the cut-off point of 516, leaving out another 2,000 candidates who could have been selected if the number of invitations was the same.
This seven-point CRS boost is purely because of the lower draw number and nothing to do with any changes in the fundamental quality or make-up of the candidates within the pool.
The candidates that scored from 516 up to 522 had made the cut in terms of their CRS numbers previously in terms of the volume of the CEC but have failed this time.

Invitations specifically for CEC program members reached 49,250 across 14 draws in 2026, accounting for about 43% of all Express Entry invitations issued this year.
As it can be seen from the tracker, there is a distinct trend of volume reduction in 2026, with IRCC inviting 8,000 candidates in each CEC draw in January, while the last CEC draw of the year featured 1,000 invitations.
The CRS cut-off values followed the same trend, growing from the 508 to 511 bracket in the first few draws with high volume to a maximum of 523 in the smallest CEC draw of the year.
Current Express Entry Pool Composition
The latest pool status released by IRCC on August 16, 2026, contained 226,859 profiles in the pool prior to the removal of 442 profiles in the August 17 PNP draw.
There were 18,657 profiles for candidates in the 501 to 600 CRS range on August 16, which was an increase of around 1,572 profiles from the previous snapshot on July 19, where 17,085 candidates fell in the 501 to 600 CRS range.
This was among the reasons IRCC was able to decrease its number of invitations despite keeping a very high CRS cut-off.
The candidates from the range of 451 to 500 comprised 73,554, forming the most crowded bunch of the entire pool of candidates and the group which is highly impacted by the rise of CRS cut-off to 523.
Such candidates could either be given a provincial nomination, a category-specific draw involving much lower CRS cut-off or improved scores via language testing to get an invitation under the prevailing circumstances.
2026 Express Entry Invitation Pace Continues to Decelerate
The August 18 CEC draw results in the issuance of roughly 114,565 Express Entry invitations for the year 2026 via 47 draws, which is slightly more than 113,988 invitations issued during all of 2025.
Cutting back the invitation volume from 3,000 to 1,000 CEC invitations issued on August 5 and August 18, respectively, continues a trend that started when IRCC issued an excessive amount of invitations in the first quarter of the year.
The invitation numbers have been dropping significantly since then because their values have generally been lower than those that were seen in January-March.
The restructuring of the Express Entry program anticipated to be implemented in fall 2026/early 2027 may create an obligation for IRCC to hold no draws at all for some time.
What Draws Are Expected to Follow This Week
Considering the pattern that IRCC has been following in its cluster draws in 2026, it is highly likely that either a French language draw or a category-based draw would occur within the next one to two days to complete the second August cluster.
The French language draws in 2026 have offered CRS cutoffs ranging from 391 to 420, which is a route 100 points below the CEC cutoff for applicants who have scored at least NCLC 7 in TEF or TFC tests.
The IRCC does not provide information about their draw schedule in advance and can alter anything at any time. Hence, candidates need to check their rounds of the invitation page daily.
What Candidates Should Do After the CRS Spike
However, for CRS scores ranging from 516 to 522 that did not participate in this round of Express Entry draws, there is no guarantee that the cut-off will stay at 523 in subsequent rounds since a return to either 2,000 or 3,000 invitations will make the cut-off revert to the lower end of the range, i.e., 514 to 518.
All provincial nominee programs from Ontario, Alberta, BC, and Manitoba continue to be open to those whose CRS scores are lower than the current CEC cut-off.
For those who are ineligible for CEC but possess good French language skills, the option is the French-speaking ability category, where cut-offs were at the level of 391 points in the most recent 2026 draws.
Improving one’s individual band score through retaking IELTS or CELPIP is the fastest way of accumulating additional CRS points without affecting the profile in any other aspect.
Processing Times for CEC Permanent Residence Applications
The most recent IRCC processing times, reported on August 10, 2026, put processing times of the Canadian Experience Class program for permanent resident decisions at about six months.
Invites received in the draw of August 18 could be expected to receive their permanent resident decision letters sometime in early to mid-2027.
The CEC application queue shrunk by 1,800 applications, while the processing times have remained unchanged, which shows that IRCC processes the applications faster than new ones are being received.
Incomplete documentation for candidates has been one of the major sources of delays and refusals in all types of economic immigration streams.
This Express Entry draw for CEC on August 18 is a major move in terms of volume of invitations, since this is the lowest number of CEC invites issued in the year 2026, which has resulted in the CRS cut-off score reaching the highest level for this year – 523.
